Visas
Documents for obtaining visas are accepted only at the Embassy of the Republic of Lithuania in Georgia (hereinafter – the embassy) and only by prior registration via email at consul.ge@mfa.lt.
Children under 12 years of age, for whom their parents submit documents, must also be registered. Family members of citizens of the European Union, the European Economic Area and the Swiss Confederation are admitted during the opening hours of the Consular Section of the Embassy.
The documents in the Embassy are returned on the basis of the receipt issued upon reception of visa applications.

Visa application fees can only be paid by bank card; cash payments are not accepted. In exceptional cases, if payment by bank card is not possible, a bank transfer in euros may be made in advance to the embassy’s bank account. All applicable fees imposed by the banks must be covered by the person making the transfer. Embassy does not cover the transfer fees. The bank transfer must be made no later than one working day before the submission of the documents at the embassy except the cases when appointment is scheduled for the first working day of the month. |
Lodging an application and supporting documents
Applications shall be lodged no more than six months, and for seafarers in the performance of their duties no more than nine months, before the start of the intended visit, and, as a rule, no later than 15 calendar days before the start of the intended visit. In justified individual cases of urgency, the visa authority of the Republic of Lithuania or the central authorities may allow the lodging of applications later than 15 calendar days before the start of the intended visit.
On the grounds of a threat to public policy, internal security, international relations or public health, a Schengen Member State may require the central authorities of other Schengen Member States to consult its central authorities during the examination of applications lodged by nationals of specific third countries or specific categories of such nationals. Such consultation shall not apply to applications for airport transit visas. For the attention of third-country nationals residing in Georgia: list of countries whose citizens or specific categories of citizens are subject to consultation procedures. If your country of citizenship is on this list, we recommend that you apply for a visa as early as possible, at least 15 calendar days before your expected trip.
At the time of submission of the first application, the applicant is required to appear in person.
The visa application must be completed electronically through the MIGRIS system and may be filled out in either Lithuanian or English. Once completed, the application must be signed. Individuals included in the travel document of the applicant must submit a separate application. For minors, the visa application must be signed by a person who holds permanent or temporary parental or guardianship rights.
The applicant shall present a valid travel document satisfying the following criteria:
- its validity shall extend at least three months after the intended date of departure from the territory of the Member States or, in the case of several visits, after the last intended date of departure from the territory of the Member States. However, in a justified case of emergency, this obligation may be waived;
- it shall contain at least two blank pages;
- it shall have been issued within the previous 10 years.
The following biometric identifiers of the applicant shall be collected:
- a photograph (according to this sample), scanned or taken at the time of application, and
- 10 fingerprints taken flat and collected digitally.
Where fingerprints as part of an earlier application were collected for the first time less than 59 months before the date of the new application, they shall be copied to the subsequent application. If at the time when the application is lodged, it cannot be immediately confirmed that the fingerprints were collected within the period of 59 months, the applicant may request that they be collected.
The following applicants shall be exempt from the requirement to give fingerprints:
- children under the age of 12;
- persons for whom fingerprinting is physically impossible. If the fingerprinting of fewer than 10 fingers is possible, the maximum number of fingerprints shall be taken. However, should the impossibility be temporary, the applicant shall be required to give the fingerprints at the following application;
- heads of State or government and members of a national government with accompanying spouses, and the members of their official delegation when they are invited by Schengen Member States’ governments or by international organisations for an official purpose;
- sovereigns and other senior members of a royal family, when they are invited by Schengen Member States’ governments or by international organisations for an official purpose.
However, where there is reasonable doubt regarding the identity of the applicant, the visa authority of the Republic of Lithuania shall collect fingerprints within the period of 59 months.
Applicants shall pay the visa fee.
Schengen visas
Citizens of Georgia, who hold biometric passports, do not require a visa for a short-term travel (up to 90 days per 180 days period) to the Schengen area.
The Embassy of the Republic of Lithuania in Georgia represents Slovakia in issuing Schengen visas.
Visa authorities of the Republic of Lithuania are competent for examining and deciding on an application for a uniform visa if:
- Lithuanian territory constitutes the sole destination of the visit(s);
- if the visit includes more than one destination, or if several separate visits are to be carried out within a period of two months, Lithuanian territory shall constitute the main destination of the visit(s) in terms of the length of stay, counted in days, or the purpose of stay; or
- if no main destination can be determined, Lithuanian external border should be first the applicant intends to cross in order to enter the territory of Schengen Member States.
Visa authorities of the Republic of Lithuania are competent for examining and deciding on an application for a uniform visa for the purpose of transit if:
- in the case of transit through Lithuania only; or
- in the case of transit through several Schengen Member States, Lithuanian external border should be first the applicant intends to cross to start the transit.
An application shall be examined and decided on by the visa authority of the Republic of Lithuania in whose jurisdiction the applicant legally resides. Citizens of other countries, who require a Schengen visa, can apply to the Embassy of the Republic of Lithuania in Tbilisi if they can justify their long-term legal stay in Georgia (holding a residence permit or other document confirming their long-term stay status). The visa authority of the Republic of Lithuania shall examine and decide on an application lodged by a third-country national legally present but not residing in its jurisdiction, if the applicant has provided justification for lodging the application at that visa authority.
Applicants must pay a non-refundable application fee (Russia, Ukraine and other states have concluded visa facilitation agreements with the European Union, their list and information about specific conditions applied to their citizens may be found here) and provide the following necessary documents:
- a valid travel document;
- electronic application for a Schengen visa. The Schengen visa application form should be filled in on MIGRIS website. To access the application form, choose your nationality from the list, then select the Schengen visa application form and create your login. You will need to present a printed copy of the completed application form at the Embassy;
- one 35 x 45 mm color photograph affixed to the application, appropriate to the age of the person. If a person has to cover his head due to religious reasons, the head cover may not cover the face of the person. The background of the photo should be bright, plain and even;
- valid health insurance covering the entire Schengen area, with a minimum coverage of €30,000;
- documents indicating the purpose of the journey. A comprehensive list of documents required has been established by the EU Commission Implementing Decision 29.4.2014 C(2014) 2737;
- documents indicating the accommodation and/or proof of sufficient means to pay for the accommodation;
- documents indicating that a person submitting an application for a visa is in possession of adequate means of subsistence (50 EUR per day) for the intended period of stay as well as for the return to his country of origin or country of residence or for travelling to a third country, to which he would definitely be accepted or may legally receive such means of subsistence. This requirement is not applicable for minors travelling with their adult family members;
- when a visa is issued to a person on the basis of an invitation, the amount of funds necessary for an incoming person to stay in the Republic of Lithuania is 25 euros per day, more information on submitting a mediation letter (invitation);
- information helping to access whether a person submitting an application for a visa intends to depart from the Schengen area until the expiration date of the visa that (s)he applies to be issued.
The submitted documents must be in Lithuanian or English. The documents in Georgian are also accepted, in case the written translation to Lithuanian or English is provided.
According to the Visa Code of the European Union, the consular officers of the Embassy have a right to invite the applicant for a personal interview and / or to ask him/ her to submit additional documents.
Visa application processing fees: standard - 90 EUR, children from 6 to 12 years - 45 EUR, reduced fee for applicants which fall under the exceptions of Visa Facilitation Agreements.
The visa fee shall be waived for applicants belonging to one of the following categories:
- children under six years;
- school pupils, students, postgraduate students and accompanying teachers who undertake stays for the purpose of study or educational training;
- Family members of citizens of Lithuania, other European Union Member States and European Free Trade Association Member States;
- researchers, as defined in point (2) of Article 3 of Directive (EU) 2016/801 of the European Parliament and of the Council ( 8 ), travelling for the purpose of carrying out scientific research or participating in a scientific seminar or conference;
- representatives of non-profit organisations aged 25 years or less participating in seminars, conferences, sports, cultural or educational events organised by non-profit organisations;
- In cases provided for in the EU Visa Facilitation Agreements;
- Other cases provided for in Article 16 of the Visa Code.
If a person wishes to enter the Republic of Lithuania for multiple times, (s)he must also submit documents confirming the necessity of multiple entries.
Person, to whom a multiple-entry visa was issued, may enter and stay in the Schengen area during the period of the visa validity, but for no more than 90 days in a 180-days period. If you visit the Schengen area frequently, we recommend using a visa calculator.

There are no guarantees given beforehand that the visa will be issued. The mere fact of obtaining a uniform visa or a visa with limited territorial validity does not automatically confer an entry right. Visa holders at the border checkpoint are required to provide evidence that they fulfill the conditions for entry. |
Decision on the application
Applications shall be decided on within 7-15 calendar days of the date of the lodging of an application which is admissible. That period may be extended up to a maximum of 45 calendar days in individual cases, notably when further scrutiny of the application is needed.
Applicants who have been refused a visa receives are notified by means of the standard form on the refusal, annulment or revocation of the visa, stating the reasons for the decision. Applicants have the right to appeal against the decisions to the Vilnius Regional Administrative Court (Žygimantų St. 2, LT-01102 Vilnius, tel .: +370 5 264 8703) within 14 days from the date of the delivery of the decision. In accordance with the procedure established by the Law of the Republic of Lithuania on the Legal Status of Aliens and the Law on Administrative Proceedings of the Republic of Lithuania, an appeal must be lodged in Lithuanian, and documents written in other languages must be translated into Lithuanian and approved in accordance with the established procedure. A stamp duty of EUR 30 must be paid for the appeal (if the appeal is lodged to a court only by electronic means, 75 % of the amount of the stamp duty must be paid).
A decision on a refusal to issue a visa is not a subject of administrative appeal.
Mere possession of a uniform visa or a visa with limited territorial validity shall not confer an automatic right of entry. Visa holders at the external border are required to provide evidence that they fulfil the entry conditions as they set in Article 6 of the Schengen Borders Code.
Complaints procedure
Applicants may lodge complaints about the conduct of staff at visa authorities of the Republic of Lithuania and, where applicable, of the external service providers or the application process. In accordance with the Article 2 p. 5 of the 1999 June 17 Law on Public Administration of the Republic of Lithuania No. VIII-1234, a complaint is a written application of a person to a public administration entity, stating that his or her rights or legitimate interests have been violated and asking to defend them. Pursuant to Article 3 p. 8, the complaint shall be lodged to the visa authority of the Republic of Lithuania concerned or directly to the Ministry of Foreign Affairs.
Complaints are examined in accordance with the procedure laid down in Article 14 and Section 3 of the Law, decisions on appeals shall be taken within 20 working days. Where, for objective reasons, the complaint cannot be dealt with within that period, the period may be extended, but for no longer than 10 working days. The person shall be notified in writing of the extension within 2 working days and the reasons for the extension shall be indicated.
National visas
Information on filling out the new national visa application form
Lithuanian national visas are no longer issued at the Embassy of the Republic of Lithuania. Applications for national visas are submitted at the visa center of the Migration Department of Lithuania.
Persons who plan to apply for a national visa at the Migration Department of Lithuania visa center in Tbilisi (https://services.vfsglobal.com/geo/en/ltr/) should first fill out the national visa application form and only then book an interview at the visa center, because in order to register for an interview at the visa center, you need to indicate the number of the visa application form.
The visa application form is filled out from the website of the Migration Department of Lithuania (https://www.migracija.lt/) where under the For Foreigners category, in the To get an electronic service, choose your citizenship column, you should mark Sakartvelo (Georgia), on the next page, select I want to get a national visa and mark Apply request, after which you must enter your e-mail address in the opened window. You will receive a one-time login code to the specified e-mail, with which you will open the visa application form and start filling it.
