Procedure for issuing/exchanging a Republic of Lithuania identity card or passport and their validity

ATTENTION:

  • Diplomatic missions and consular posts of the Republic of Lithuania issue/change identity cards or passports only in accordance with the general procedure. This can take up to two months from the date of application. If the identity card or passport is replaced following a change in the person's data (name, surname, etc.), or if it is issued for the first time to children born before 22.07.2008 and who have acquired the citizenship of another country, the time taken for its issue may be longer.
  • Only Migration Services in Lithuania can change an identity card or passport urgently.
  • If a citizen of the Republic of Lithuania's identity card or passport has expired or has been lost and the person does not have another valid identity document (identity card or passport) and needs to return to Lithuania urgently, the consular office may issue a temporary travel document for the return to Lithuania - the person's certificate of return.
  • The activation data (password) of the contact electronic medium of the identity card is only issued to persons aged 18 and over. The envelope containing the password can only be collected in person or, upon written request, by post. The password will not be issued to an authorised person.
  • A person has a right to refuse to take the activation data (password) of the contact electronic storage medium of the identity card.

Which documents must be submitted to obtain or renew a Lithuanian identity card or passport?

  • To obtain or renew an identity card or passport, a citizen of the Republic of Lithuania must personally visit a Lithuanian consular office abroad or a migration office in Lithuania.
  • Individuals over the age of 16 must submit the application and other documents in person. However, for individuals aged 16 to 18 applying for their first document confirming Lithuanian citizenship and identity, one parent or guardian must also be present. If applying for the renewal or issuance of an identity card or passport for a person under 16 who already had a passport and/or identity card, the documents must be submitted by one parent or guardian, with the minor present.
  • When changing an identity card or passport due to a change of surname after marriage/divorce abroad, documents for the registration of the marriage/divorce in Lithuania must also be submitted.
  • When applying for the first Lithuanian passport or identity card for a child born abroad, documents for the registration of the child's birth in Lithuania must also be submitted.
  • When submitting an application for a child aged 1 to 16, the child must also be present. When submitting documents for a citizen under 1 year old, the child does not need to be present at the consular office.
  • If the parents are divorced, the following can apply for the issuance of an identity card or passport: The parent with whom the child's place of residence is established, by providing a court order confirming this; The other parent, by providing written consent from the parent with whom the child's place of residence is established (the signature must be notarized or equivalent, except when the consent is given in the presence of a consular officer) and a court order.
  • An identity card or passport is issued at a consular office only if the place of residence abroad is declared.

What is the consular fee for the issuance or replacement of a Lithuanian identity card or passport?

The consular fee for the replacement or issuance of an identity card or passport, or for the acceptance and transmission of documents for the replacement or issuance of an identity card or passport, is EUR 140.

The fee for the issuance or replacement of an identity card, when a passport is issued or replaced at the same time, is EUR 60.

Consular fee reductions for the replacement or issuance of an identity card or passport, or for the acceptance and transmission of documents for the replacement or issuance of a passport, apply as follows:

  • 50% reduction – for children under 18 years of age, as well as for persons who have reached the old-age pension age established by the Law of the Republic of Lithuania on State Social Insurance Pensions.

  • 100% reduction – for children under guardianship or care; persons maintained in stationary care institutions of foreign states; unmarried persons who have reached the old-age pension age; persons with disabilities who have been assigned a disability level or a participation level of 55 percent or lower in accordance with the procedure established by the Law of the Republic of Lithuania on the Protection of the Rights of Persons with Disabilities (or, until 31 December 2023, a working capacity level or special needs level); participants in resistance (resistance movement) who are granted the legal status of volunteer soldier or freedom fighter in accordance with the Law of the Republic of Lithuania on the Legal Status of Participants in the Resistance to the Occupations of 1940–1990; and persons affected by the occupations listed in Article 3 of the Law of the Republic of Lithuania on the Legal Status of Persons Affected by the Occupations of 1939–1990, who are recognized as having the legal status of a person affected by the occupations under that law.

ATTENTION:

In cases where consular fee reductions provided for in the Law on Consular Fees (LCF) apply to the issuance or replacement of a passport, the consular fee for both personal identity documents will be as follows:

  • For children under 18 years of age and persons who have reached the old-age pension age (Article 6(2) of the LCF) – EUR 70 for the passport and EUR 60 for the identity card (total EUR 130);

  • For children under guardianship or care, residents of care institutions, unmarried persons who have reached the old-age pension age, persons with disabilities, participants in resistance (resistance movement), and persons affected by the occupations (Article 6(1)(1) of the LCF) – EUR 0 for the passport and EUR 60 for the identity card (total EUR 60).
