STATEMENT CONCERNING THE SITUATION IN GEORGIA
Committee on Foreign Affairs
Seimas of the Republic of Lithuania
Concerned about the continuous and endless tension in the relations between Georgia and the Russian Federation, which has been growing as the countries are approaching the anniversary of the military aggression of the Russian Federation against Georgia and the occupation of part of Georgia\'s territory in August 2008;
Expressing a growing concern over the unilateral actions by the Russian Federation that are aimed at reinforcing the occupation of parts of the sovereign and independent state of Georgia and concentrating Russia\'s military forces in Abkhazian and South Ossetian regions of Georgia in violation of the principles of sovereignty and territorial integrity of Georgia and posing a threat to international peace, security, and stability;
Expressing its regret over the decision of the Russian Federation to vote against the extension of the mandate for UN and OSCE observation missions in Georgia, since the discontinuation of the missions contributes to the deterioration of the complicated situation in the region and evidently does not meet the interests of the civil population in the conflict zone;
Recalling the significance of ensuring complete and unconditional fulfilment of the commitments of the Russian Federation under the peace agreements of 12 August and 8 September 2008, particularly concerning the withdrawal of the Russian Federation troops, which are illegally deployed on the territory of Georgia;
Reiterating support for Georgia\'s sovereignty and territorial integrity without prejudice to its internationally recognised borders;
Committee on Foreign Affairs of the Seimas of the Republic of Lithuania:
Calls on all nations to refrain from actions that could contribute to a further destabilisation of the situation in Southern Caucasus, which in turn would affect stability and security in the entire Europe;
Urges the Russian Federation to meet its obligations under the peace agreements of 12 August and 8 September 2008 and engage in a constructive cooperation as regards the issues of the activity of international observation missions in Georgia, and primarily in the Georgian regions of Abkhazia and South Ossetia, since the missions are key to strengthening stability and security in the regions, building mutual trust, and ensuring provision of humanitarian assistance to the civil population;
Calls on the governments and parliamentary representatives of EU and NATO Members States, the European Parliament, the Organisation for Security and Cooperation in Europe, the United Nations, the Council of Europe, civil society, and the international community to continue and actively pursue the policy of non-recognition of the "independence" of Abkhazia and South Ossetia, enhance pressure on the Russian Federation to fulfil its commitments, and continuously raise the issue of ensuring Georgia\'s territorial integrity through unanimous and effective solutions, by benefiting from Geneva peace talks and establishing other effective fora;
Underlines the importance of the continuity of democratic development and domestic reforms in Georgia for its full-fledged Euro-Atlantic integration and effective resolution of domestic political issues;
Calls on all the political powers in Georgia to unite their efforts and pursue a constructive dialogue by fostering democratic values and the principles of the rule of law, seeking common solutions regarding domestic reform, and attracting wide public support for reforms in Georgia.
